Not for a visitors visa, or tourist visa. I don't know what the Romanian government charges for a passport, but I doubt it's $265. that's more than the US charges Americans. Tourist visa applicants don't need to show birth certificates, civil house papers, marital status, except by checking a box on the application form, work papers or take blood tests. No letter of invitation is required, but for what it is worth, the visa application fee is $131.
