Is it true that a a U.S. Citizen must stay in India for 2 months if he wishes to marry an Indian Citizen?

I have known that U.S. Law now requires that if a U.S. Citizen wants to marry an Indian Citizen the U.S. Citizen must stay in India for 2 months and then only he can file for his/her spouse from New Delhi? Also, does the immigration petition for the spouse must be done from New Delhi only if a marriage takes place in India? Is it true that a a U.S. Citizen must stay in India for 2 months if he wishes to marry an Indian Citizen?
If you file from New Delhi after staying 60 days, it will only take few months for your spouse to get visa. I think it only takes about 4 months for them to process and grant visas. And yes that can only be done from New Delhi.

You can also file for petition from the states, but it will take way too much time for them to process the whole thing. My best suggestion is that if you are going to India to marry, then stay a little longer and apply from Delhi, that way you can take a vacation and won't have to wait for you spouse for a long time.
