Is it true that Japanese citizens need no US Visa to get to the United States?

My niece, a Japanese citizen is dreaming to go to the U.S. Someone who had travelled in Japan some years ago said Japanese need not secure U.S. Visa to go to the United States.Is it true that Japanese citizens need no US Visa to get to the United States?
It is true that Japan is part of the Visa Waiver Program. If your niece wishes to visit the US as a tourist she would not need a vise provided she meets the requirements of the VWP.

If your niece want to live in the US that would require at least some type of visa.

You need a Passport to go to the U.S. - If you're planning on staying for a lenght of time to work and/or go to school, then I think you would need a Visa, but not just to come here.
