Is it true that one can get a student visa issued at the arrival airport in Canada? This is for a US citizen.

This is a young lady who has been accepted for secondary school in Toronto. It's been nearly impossible to get assistance from the consulate in Los Angeles regarding her visa.

You are 100% correct about that. American citizens and permanent residents can apply for a study permit at their port of arrival in Canada. If you are from the United States, Saint-Pierre et Miquelon or Greenland, you can apply at the point of entry when you arrive in Canada.
